TYBRIN is currently seeking an Operations Engineer to assist the Project Manager, the principal organization leader who directs on-site activities of contract personnel from engineering disciplines to project operations. This is a working project leadership position to perform the full spectrum of project management and systems engineering principles to assist the project manager at the NASA Dryden Flight Research Center (DFRC), Edwards, CA. The successful candidate will:<ul>
<li>Assist the Project Manager in performing program control functions (programmatics, schedule and cost). 
<li>Oversee budgetary and funding activities, quality assurance, staffing, and customer satisfaction. 
<li>Supervise contract management staff, ensuring standards of conduct, operating practices, and management plans are consistently followed. 
<li>Confer with stakeholders to assist in the planning of business objectives, to develop organizational policies, to coordinate functions and operations within the project, and to establish responsibilities and procedures for attaining objectives.</ul>
<b><i>Education Desired/Required:</b></i><ul>

<b>Rio Tinto Minerals (RTM) </b>, part of the Rio Tinto group, has an immediate opening for a <b> Electrical Project Engineer </b> based in Boron, California. The position is located on-site at our Boron Operations in <b>Project Engineering</b> department.
<br>
<br> 
The <b>Electrical Project Engineer</b> ensures all safety, environmental and sustainability goals are maintained in fulfillment of <b>Rio Tinto Minerals</b> project objectives.  To assure all regulatory agencies laws and conformances are adhered to in design and engineering of projects. <br> 
<br>
The<b> Electrical Project Engineer</b> requires a strong working knowledge of mineral processing and mining operations and project management.  Must be technically able to understand: process flow diagrams; material and energy balances; piping and instrument diagrams; building, safety and environmental codes; equipment specifications; construction drawings; AutoCAD software; Microsoft Projects software; electronic databases/spreadsheets; and accounting balance sheets. This knowledge and understanding is used on a daily basis to manage projects. <br>
<br>
The <b>Electrical Project Engineer</b> needs to be able to use ETAP Power Station or similar electrical design software for short circuit studies, voltage drop calculations, protective relay coordination curves, and arc flash safety calculations. <br>
<br>
The position also requires the ability to conduct financial analysis, prepare budgets, control project schedules and expenditures, review constructability and operability issues for new construction, and prepare bid documents and contracts.  Leadership skills including strong communications skills are required as well as the ability to build a team and co-operatively work within the operating structure of the Division and the Business Unit. Again these skills are applied on a daily basis. <br>
<br>
<b>The primary functions of the Electrical Project Engineer include: </b><ul><li>Lead electrical and instrumentation engineering initiatives for Boron projects and operations support. <li>Maintain Boron electrical drawings, one-line electrical diagrams, electrical distribution systems, schematics and electrical engineering files. <li>Provide engineering management services and guidance for Boron and Borax related Business Unit initiatives to meet the day-to-day operating needs of the plant as well as future capital investments to sustain and improve the profitability and safety of the business unit. <li>Develop complex scopes-of-work and prepare economic justifications for all projects.  Interact closely with Division senior management for rating and ranking of projects for inclusion in life-of-mine budgets and forecasts.  Analyze alternatives for inclusion in planning discussions. <li>Accountable for justification, development, conformance, execution and management for all Division projects.  Each project, regardless of scope, includes a Project Execution plan that is developed by the Project Manager and approved by the Director, Technical Services.  Execution Plans include: scope-of-work; schedule; cost; contracting plan; engineering plan; AFE preparation and final justification; construction plan; organizational requirements; contractor selection; procurement; safety & environmental compliance; construction management; commissioning; and, turn-over. <li>Provide cost estimates and financial analysis of alternatives for optimization of project initiatives and project selection.  Prepare analysis summaries and make recommendations for all projects. <li>Establish contracting strategy for each project and prepare scopes-of-work to best meet the needs of the project and the business plan.  Form teams within the department and the business unit to involve key stake-holders in the process. <li>Prepare all engineering and construction bid packages and contracts, including equipment, material and contracting specifications.  Work closely with Procurement and oversee the preparation of all bid packages for engineering services, materials, supplies, fabrication, equipment and construction.  Review all bids for completeness and make recommendation for selection and conformity to project execution plan.  All items will be tracked and scheduled using the Project 
  Engineer's master project completion schedule. <li>Direct activities of outside engineering firms used to provide detailed engineering, design, schedules and construction drawings.  Receive progress designs/drawings and review and return for implementation. <li>Prepare project control systems for each project for detailed tracking and reporting.  Set priorities and prepare remediation plans for all deviations. <li>Manage all construction contracts.  Provide day-to-day oversight of construction management and related planning and control activities.  Insure compliance with safety and quality control initiatives as well as the interaction of contractors with plant operations.  Larger projects will involve several construction contractors and over 25 contractor employees. <li>Commission all new plant facilities and insure conformity to specification.  Provide detailed turnover and acceptance packages for operations. <li>Provide training services to plant operations and maintenance as part of start-up and commissioning obligations for all new installations. <li>Work closely with Pilot Plant and Marketing to provide engineering services, designs, alternative evaluations, economic reviews, and cost estimates for new or modified process initiatives that promote long-term sustainability of the operations and promote growth and expansion of market share.  <li>Provide plant engineering and design services for plant operations and maintenance design and change initiatives. <li>Maintain Boron engineering library of drawings and standards. <li>Ensure that all safety and environmental standards are incorporated in design, engineering and construction. <li>Process and obtain all building, environmental and construction permits. <li>Administer the Management of Change process for all new facilities or process modifications. </ul>

Environmental Engineer needed to develop, coordinate and execute a comprehensive renewable energy strategy for NAWCWD that is compatible with our research, development, acquisition, test and evaluation (RDAT&E) mission. The successful candidate will: <ul>
<li>Conduct environmental assessments and analysis in accordance with federal and state environmental regulations and AF Instructions in support of one of the following three program areas: hazardous waste and emissions compliance, conservation programs (including natural and cultural resources, permitting, environmental impact assessment), and environmental restoration programs. 
<li>Create project descriptions for next fiscal year and out-years, develop estimates and budgets, and enter projects into AF budget programming database. 
<li>Develop and implement plans and projects. 
<li>Provide expert-level technical advisory assistance and negotiation support to the government.</ul>
<b><i>Education Desired/Required:</b></i><ul>
<li>BS/BA degree required along with 15 years specific experience as outlined below; or  
<li>MS/MA degree required along with 12 years of specific experience; or
